Ma Dincht has Zell's card and you will have to win it from her in Balamb. Make sure to have Zell in your party.

Zell's card is a Level 10 Player Card and will modify into 3 Hyper Wrists. Hyper Wrists allow a GF to learn the Str+60% ability.
